Ogden—KIER Construction is pleased to announce that Michael Tolman has been promoted to Chief Estimator. In this role, Tolman will oversee KIER’s entire estimating process including the estimating staff and the day to day activities and assignments of the department. He will also take on more of a collaborative role with Business Development in planning for upcoming projects. Previously, Tolman served as Senior Estimator. He brings 11 years of experience in the construction industry and in client relations to this expanded role.

Lehi—At the conclusion of their quarterly meeting, the Board of Trustees of the Utah College of Applied Technology has selected David R. Woolstenhulme, Ph. D., to serve as the first Commissioner of Technical Education. The selection of the Board must now be approved by Gov. Gary R. Herbert with consent of the Utah State Senate. Woolstenhulme is the Executive Vice Provost at Utah State University, a post he has held since 2014. A former President of the Uintah Basin Applied Technology, Woolstenhulme also served at Utah State University’s Uintah Basin Regional Campus as the Associate Director, Executive in Residence and Interim Executive Director. Woolstenhulme holds a Bachelor of Science degree and a Master of Science Degree, both from Utah State University and a Doctorate of Education from the University of Wyoming.
